Don't use CPU macros, use CPU feature macros.

        * config/arc/lib1funcs.S (__mulsi3): Use feature defines instead
        of checking for cpus.
        (__umulsidi3, __umulsi3_highpart, __udivmodsi4, __divsi3)
        (__modsi3, __clzsi2): Likewise.
