it's not: while it may XPASS with newer glibc versions, it still XFAILs
e.g. on Solaris (and probably others). So unconditionally removing the
xfail *-*-* trades an XPASS->PASS on some Linux versions against a
XFAIL->FAIL elsewhere, which isn't acceptable.
