I think you've found the problem.  If I login as the user
that owns the gcc/ directory, I see the problem.  That 
user has

troutmask:sgk[202] locale
LANG=en_US.UTF-8
LC_CTYPE="en_US.UTF-8"
LC_COLLATE="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"

LC_MESSAGES="en_US.UTF-8"
LC_ALL=

If I login into my normal account and then su to user sgk, the
problem does not occur.  My normal account has

LC_CTYPE="en_US.UTF-8"
LC_COLLATE=C
LC_TIME="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_MONETARY="en_US.UTF-8"
LC_MESSAGES="en_US.UTF-8"
LC_ALL=

So, it appears that LC_COLLATE=C is needed.  I'll see if I can
come up with a patch later today.
