Enable building libvtv with Intel CET options.

libvtv/
        * acinclude.m4: Add enable.m4 and cet.m4.
        * libvtv/configure: Regenerate.
        * libvtv/configure.ac: Set CET_FLAGS. Update XCFLAGS.
