[committed] libphobos: Update libtool version to 2:0:0

Hi,

This patch bumps the libphobos soname to 2:0:0 so that the library is
not to conflict with gcc-10.

Bootstrapped and regression tested on x86_64-linux-gnu, and committed to
mainline.
