[Ada] Reuse Is_Subprogram_Or_Entry where possible

        * freeze.adb (Freeze_All): Simplify by reusing
        Is_Subprogram_Or_Entry.
        * sem_ch11.adb (Analyze_Handled_Statement): Likewise.
