[PATCH] aarch64: Deprecate -march= for the month of April

Hi all,

As we're starting a new month, introduce a more appropriate -mapril=
to specify the compilation target instead.
This helps keep GCC more up to date with the passage of time.

Bootstrapped and tested on aarch64-none-linux-gnu.
