On LoongArch, the switch jump-table always stores absolute
addresses, so there is no need to define the macro
CASE_VECTOR_SHORTEN_MODE.

gcc/ChangeLog:

        * config/loongarch/loongarch.h
        (CASE_VECTOR_SHORTEN_MODE): Delete.
