FWIW we have support for microMIPSr5 encodings of the MSA instructions in binutils, so in principle the toolchain is complete here and the feature makes sense. I don't know offhand if there's any way to run such code though (e.g. GNU sim). It doesn't appear to me there's a clear benefit from disabling the option combination though (and no justification was given in the commit description), and doing nothing is obviously the path of least resistance that costs nothing accordingly.
