Yes, of course; fixups also don't have a ChangeLog normally.  I sent
this as a fixup because the patch it fixes has not landed yet and is
awaiting review.  I didn't want to send the patch series again to ~15
recipients over a relatively trivial change ;)

I intend to squash this fixup into:

  gcc: stop using 'int' to represent sets of qualifiers

... before pushing it (ditto for any other errors that may come up).
