(Please be gentle, this is my first fix for gcc that I am attempting to upstream).

Attached is a patch to fix PR127282.  The test failed before applying the fix, and passes now.  I tested on x86_64-pc-linux-gnu, RHEL 8, `make gheck=g++` and `make gheck-gcc`, with RUNTESTFLAGS="dg.exp".  contrib/ compare_tests showed an empty delta before and after my changes.

Note that this also makes a small change to the behavior of constexpr contract assertions, which use the same object (mutable_tracker) to handle modifications during compile time.  That's a behavior that itself is not conforming and i have a separate bug to submit for it (and eventual patch), but this change makes the behavior of that path more consistent in what it does.
Pushed, thanks!
