Instead, I backported this change to GCC 16 branch and bootstrapped it
on {i686,x86_64}-w64-mingw32, and manually verified that cc1.exe,
cc1plus.exe and f951.exe have the correct manifest for UTF-8 and long-
path awareness.
This is because of conflicts in one of my local patches; the patch
didn't apply and I thought it was committed on master, but it is only
partially committed so the patch is still needed.
There is still an issue in bootstrapping libgfortran which I will file
later.
