testsuite: Prune missing 'dot' tool execution errors in diagnostic-cfgs.c

The test gcc.dg/diagnostic-cfgs.c passes options to generate control
flow graphs (CFGs) via '-fdiagnostics-add-output=...:cfgs=yes'. On
hosts where Graphviz ('dot') is not installed or available, this
triggers cascading execution errors from the compiler framework
trying to invoke the missing binary, leading to false-positive
'test for excess errors' failures.

Since the testsuite harness does not currently feature an effective-
target guard for checking Graphviz availability on the host, this
patch prunes the resulting execvp error message to allow the test
to gracefully pass on minimal/headless build configurations.
