You asked how to get a raw dump because you didn't want a .svn
directory, and said "No-one is ever going to be editing there."

That's what svn export does, exactly.  Produce you a raw dump
disconnected from subversion, without .svn directories, for when you
aren't going to be editing.

You didn't ask how work was going on making a no-text-base copy of
subversion, so nobody really told you?

Where do you see lengthy discussion saying it won't?  
That's the part i consider fear mongering.

Last I spoke to Karl Fogel, and Ben Collins-Sussman (two key subversion
developers), they were in no way opposed to such a feature, and in fact,
happy to see it.

Karl, Ben, have you ever seen a lengthy discussion indicating that
compressed and no-text base working copies are unlikely to happen?
