Well, the `obvious' part of it was
flags_to_pass = { flag = ADAFLAGS };
flags_to_pass = { flag = BOOT_ADAFLAGS };
flags_to_pass = { flag = BOOT_LDFLAGS };
which I admit should not have committed without building Ada. :-(
