I'm thinking of
/* { dg-skip-if "" { *-*-* } { "-mcpu=*" } { "-mcpu=405" } } */
but I don't guarantee that will work as expected. (There are some tests
in gcc.target/cris skipping on "-march*", which seems similar.)
