With Open TTD and the A9 the Accept non-AIF compliant files option needs
to be ticked for it to work.

John? I don't have an A9, so naturally haven't seen this. This is really the first I've been aware of this feature, but it seems to have
been added to Select back in 2006.

Since this has not been seen for other apps (AFAIK, maybe everyone
has this on anyway), I presume this is some issue with the AIF generated
by elf2aif and OpenTTD, or perhaps someone about the program in general
Select doesn't like.   Is there any more information about why
it is not liked?
