GCL really can't cross compile, as it needs to check various runtime behaviors at configure time, such as sbrk non-randomization. If you want to checkout a Windows build, install the latest Cygwin, with git, use Cygwin git to clone and checkout Version_2_6_13 from savannah, and build as usual.
