Greetings!  There seems to have been an anomaly in the historical
definitions of time zones leading to the following as shown by gcl and
here also sbcl:

  0: (DECODE-UNIVERSAL-TIME 1162399270 16)
  0: DECODE-UNIVERSAL-TIME returned 10 41 0 1 11 1936 6 NIL 16
  0: (DECODE-UNIVERSAL-TIME 1796226070 16)
  0: DECODE-UNIVERSAL-TIME returned 10 41 23 1 12 1956 5 NIL 16

The two times provided are exactly 7336 days apart to the second, yet
there is an hour discrepancy in the results.  I seem to recall reading a
long time ago that there were one off redefinitions of the time zones in
the past.  Can anyone enlighten me?
