Are you sure you running a very recent GDAL ? The fix was commited
in r15773,
on 2008/11/20, between beta2 and RC1.
Ah, something wrong with Xerces 3, at least with mine. GDAL 1.6RC3
now, same errors. Rebuilt GDAL with Xerces 2.8 and all I get is:

Wrong featureCode field value
ILI still succeeds.
