I've been approved fundings for second phase of first step
for WKTRaster project, which involves definition of the on-disk
format for it.

If anyone is interested, the RFC is here:

It might be of interest for GEOMETRY as well in that
it defines a "version" field in the format, which would be
useful in case you'll change the on-disk format too, to reduce
problems deriving from further changing of the format
(hwgeom to lwgeom wasn't a walk in the park)
