Felix, You can use Band.GetOverview to get a particular overview. For an example see: http://trac.osgeo.org/gdal/browser/trunk/gdal/swig/csharp/apps/GDALOverviews.cs
Drivers should anyway be able to select the most reasonable overview when reading data according to the requested extent.
