The ODA is running on CE. We are part of the membership and have been using
this for a couple years. But the problem is that the entire libraries are
static and take too much memory to be usable.

 

We don’t need much thing from DWG and I will look at your documentation to
see if it’s fit our needs.

The only DWG support that I recall depends on the libraries from the Open
Design Alliance and I'm not sure if they work on windows CE.  Also, that
driver has many limitations - rendering the DWG features down to simple
features in OGR.  You might want to investigate that it really gives you
want you want.  Some more info on the DWG driver is available at:

If it does suit your needs, and the ODA libraries can be built on WinCE then
it would be great to have you helping keeping GDAL/OGR working properly on
WinCE.
