The transition to GDAL 2.2.3 in Debian started yesterday, and it looks like Ubuntu has already completed it. gdal (2.2.3+dfsg-1) & libgdal-grass (2.2.3-1) and the rebuild reverse dependencies are available in the release pocket for the upcoming bionic LTS.
