What steps will reproduce the problem?
1. Capture.
2. Go offline.
3. Try to view the page. It will not be available offline.

3. Try to load content into the page via XHR.
Offline does not work properly unless you:
1. Capture
2. Reload the page while still online.
3. Go Offline.
4. View the page.
