Issue 727: GearsStatsEnabled should be NO if " Disable Usage Statistics "

Processor: 2 Intel 2.00 GHz
RAM: 2048 MB
Gears:
Gears version: 0.4.22.0
Installed Browsers:
Safari: 3.1.2 (5525.20.1)
To reproduce:
1. Start installation , on Google Gears installer select Continue
2. On "help us improve Gears " select " Enable Usage Statistics " click
continue .
3. Now click " Go Back " and select " Disable Usage Statistics " click
continue .
4. Complete installation .
Expected Behavior:
GearsStatsEnabled = NO;
Actual Behavior:
GearsStatsEnabled = YES ; even though " Disable Usage Statistics " was
selected in install .
