New issue 821 by cbr1000: LocalServer - Colon Character in URL in Manifest Prevents Download

What steps will reproduce the problem?
1. Create an URL in the manifest containing an hex-encoded colon character, for example { "url":
"/wiki/Fatal_error%3A_Allowed_memory_size_exhausted" }
2. Sync
3. Browse site in Offline mode.

What is the expected output? What do you see instead?

Expected behavior is that the page will display. Instead, a 404 is thrown. The page does not
exist locally.  All pages with non-colon characters in their URLs succeed.

What version of the product are you using? On what operating system?

Occurs in at least IE 7 on Vista SP1, FF 3 on Vista SP1, and Saf 3.1 on OS X 10.5.
