I have this same problem on Linux:

Mint/8
(Helena) Firefox/3.5.8
Gears version 0.5.32.0
Google Calendar offline works without problems. Google Docs returns the
error as
described by the OP. The "Install offline access for Google Docs" popup
appears,
press "enable offline access", then the popup disappears and the error is
displayed
at the top of the Google Docs page.
