New issue 1019 by timothe.litt: gears_init.js has odd cache behavior

What steps will reproduce the problem?
1. create a webpage that includes
<script
src="https://ajax.googleapis.com/ajax/libs/jquery/1.3.2/jquery.min.js";
type="text/javascript"></script>
<script src="https://code.google.com/apis/gears/gears_init.js";
type="text/javascript"></script>
in <head>
2. Load firebug into firefox 3.6.6, select Net (timing)
3. Refresh the page
Expect:
304 (not modified) reply for both files
Get:
200 (OK) for gears_init.js
This is not desirable.
