Yes, Gears is an installable plugin for Windows Mobile and it uses the
existing Windows Mobile Browser.  The way that it works with offline data is
the same way that it works with offline data on the desktop.  HTTP Requests
are intercepted and if they are for a URL that has already been cached, then
the response is the offline file.
