The important thing to note is that the GeoLocation service isn't solely IP based like the site you linked to. On Windows Mobile the GeoLocation API will use GPS, Cell ID, Wifi, and IP's to find the location. On a desktop computer, it will use WiFi and IP information. As far as IP based location, it has been pretty accurate for me and should be for everyone.
