This "No Means No" behavior was by design.  It's meant to protect
users from sites that may pop-up the dialog repeatedly, in an attempt
to badger users into accepting.

Hopefully that explains why you can't do what you're asking.  I know,
it's unfortunate that your use case (which is different, and not meant
to badger users) is hindered by the need to protect users against
rogue apps.
