[gears-users] Error: Invalid manifest

Hello,

I'm new to Gears.  I'm trying to create a managed store.  However I'm
getting the following error:

Invalid manifest - * Line 1, Column 1
  Syntax error: value, object or array expected.

The manifest file I'm using is a .txt file saved with UTF-8 encoding
and the contents is:
