I think you'll get better answers on a mailing list more oriented towards
Mac development (e.g. http://lists.apple.com/mailman/listinfo/cocoa-dev).

Having said that, InputManagers are a deprecated hack that allows you to
load code at Application startup.  We were reluctant to use them in the
first place, but for Gears there was no other option.  There was code we
needed to run before Safari loaded any web pages.

Regarding InputManager support in future versions of OS X, you're best off
asking Apple DTS.  AFAIK they are not supported in the new 64 bit runtime -
