I can explain why one might want the ability to 'force' the use of
Cell ID for obtaining a position fix.  I am currently working on a
product (not a cell phone) that has a Motorola G24 cellular radio in
it.  I can pull back cell ID, MNC, MCC, LAC and a variety of other
things.  The device does not need to know where it is located but it
is reporting back that information to a server and the server would
like to know where that device is located.  I would like to be able to
make an API call with only certain cellular parameters to figure out
where that device is roughly located.  I downloaded an Android
Application called LocateMe that sort of gives me the ability to do
what I want but it is a little too unprofessional.
