Are you by chance using Safari 4.0.x on a Mac? There seems to be a problem with that. I read complaints similar to yours on the mailplaneapp Google Group, and I am not able to to get Gears to work at all myself.
First, on gears.google.com I'm told that my browser (Safari 4.0.2) is not supported. If I download and install the Safari plugin anyway and then allow a site (in this case: GMail) to access Gears, I'm told directly afterwards that this site is not allowed to access Gears, and I should delete it from the list of disallwoed sites in the Google Gears settings. Well, the site is in this list, but in allowed state. I tried many different things from deleting the site from the list and trying again (after browser restart) over uninstalling and reinstalling Gears to even setting the system's language to English etc., no change. It seems that at least Google Gears 0.5.29.0 does not work correctly with Safari (PowerPC here, maybe this makes a diference, too?). I filed a bug report, hope that will be solved soon.
