For most open-source projects, code review is done by the committers or
core developers. That's true as well for Yorba's projects.
If you're interested in contributing, I would recommend reading the
following pages on our wiki:

If you submit a patch, you'll go through our review process, but on the
other side, as someone whose code is being reviewed. Still, it might
give you an idea of the process and how we, at least, interpret it.
