Jeanna,

I've had frogs shipped to me from all over the country and what you describe is
really poor shipping.  I'm one of those who won't let people ship geckos by
USPS if they can't guarantee overnight service, and frogs are much more
delicate when it comes to fluctuations in temperatures experienced in
shipping.  I would have been amazed if they would have made it.  No matter what
the temps are, frogs should always be shipped in a styrofoam cooler box in
order to provide as much temperature stability as possible.  I question whether
someone who would ship frogs in the box and manner you describe would be able
to do it properly.  Doesn't make sense at all.  I'd just get my money back if I
were you.
