We considered forced air - ruled it out. You have to account for the
positive pressure. The furnace would have to be in the room or you risk
circulating odors (face it, our animals have odors) through the whole
house.
The hot water tank can be outside the room and then plumbed to the room.
More room for cages, etc. that way.
Small computer fans in the room windows will provide enough air turnover
without much heat loss.
Humidity via an aquarium or two, water dishes (larger room = larger cages =
larger water dishes), and automatic misting systems. I don't want the
whole room humid - its a basement and I'll have enough basement-type mildew
issues without introducing a new source.

I know it's one aspect of heating, but I'd also pay attention to having
some form of forced air circulation. And how about humidity control?
