Hi and welcome to the list,
Phelsuma parkeri can best be compared with a small P.m.grandis without
any red. The skin between the scales is like blackish. There or no or
little difference between P.dubia from Madagascar and the Comoros. The
males I observed in Tanzania and Kenya are more bluish. Than there is
P.flavigularis and in between P.flavigularis and P.dubia there is P.
hielscheri. But the one in the picture is P.dubia, possibly from
Tanzania.

It is hard to tell but I would assume that it is some locality of dubia
like from the comoros, or possibly a parkeri which I have never seen.
