Your path in Cygwin is not set appropriately. Try first to start the Visual Studio commandline, go to the Cygwin bin directory and there start bash with

I followed the instructions in http://www.ps.uni-sb.de/pipermail/gecode-users/2008-January/001857.html in order to configure Cygwin with Microsoft Visual Studio 9.0. Any hints?
