I'm not 100% familiar with the build process, but I presume it extracts
them from the C and other source files listed in the POTFILES.in file.

The one benefit I see is allowing translators to pull the .pot file from
the gitweb for translation. On the other hand.. we don't keep it up to
date until just before a release, so this isn't a great problem I guess.
