In that case, I've done something wrong in the setup.  I can see about 
setting up a cross-compile toolchain and see how it goes.  Generally 
what you have to watch out for is that autoconf tests which need to 
actually run a target program are of course out of luck.  Others should 
work though.

I didn't statically link, I just included the required dll's as part of 
the install.
