It's intended to group copper drawing layers into copper physical
layers.

Old topic.  We've talked many times about changing the way non-copper
layers work, but nobody has done the work to redesign pcb's internals.

Each pin/pad has a field that says how much bigger the mask is.  It's
not editable otherwise, unlike the silk layers.  Yes, we've discussed
that "problem" also.
