I can put it in the "to do" queue.  You are right; it is a user
interface thing & the user interface should be consistent.  However,
it's not totally trivial since the state of the individual items on
the popup menu is set by a variety of things, and I'll need to figure
out what is required to set it so that you can only go up when in the
symbol editor, and you can only go down when in the schematic editor. 

Hmmmm, if I just grey out the "up" when at top level, and grey out the
"down" items when in the symbol editor, that might not be quite as
difficult as I am thinking . . . .
