Magic (open-source) is capable of reading/writing CIF and
Calma/GDS, so that pretty much answers your question. :)
Some notes:
The stable release (7.1) has been inactive for about 2 years (oh,
the dust!), and the distribution is likely to have compiling issues with
newer compilers and platforms. There are some revisions in CVS which
haven't made it into the next official release yet. More details on this

I'll try to work with the developers on making one final, end-of-life
stable release of 7.1.
The 7.3 series is constantly being developed and maintained.
Both versions have been used to produce large-scale circuits.
