The change in question

is to take these lines:

        (let ((pipe (open-output-pipe (string-append
                        m4-command " -d -I. -I" m4-pcbdir " "
                        " -I " m4-pcbconfdir " -I$HOME/.pcb -I. "
                        m4-pcbdir "/common.m4 " m4-files " - >> "
                        output-filename))))

and add the "tee /tmp/pkgfile | " bit like:

        (let ((pipe (open-output-pipe (string-append
"tee /tmp/pkgfile | " m4-command " -d -I. -I" m4-pcbdir " "
                        " -I " m4-pcbconfdir " -I$HOME/.pcb -I. "
                        m4-pcbdir "/common.m4 " m4-files " - >> "
                        output-filename))))

Hopefully what this will do is create a file, "/tmp/pkgfile", that contains exactly what m4 is being fed.

If you can generate that file and send it to me, that will probably lead us to the problem.
