The change in question
is to take these lines:

and add the "tee /tmp/pkgfile | " bit like:

m4-pcbdir " "
" -I " m4-pcbconfdir " -I$HOME/.pcb -I. "
m4-pcbdir "/common.m4 " m4-files " - >> "
output-filename))))
Hopefully what this will do is create a file, "/tmp/pkgfile", that
contains exactly what m4 is being fed.
If you can generate that file and send it to me, that will probably lead
us to the problem.
