It is the distance (radius in pixels and thus dependent on zoom setting) that 
the crosshair can be from the *actual* line end-point but still be considered 
*on* the line end-point for the purpose of dragging. It used to be 10 pixels, 
now it is 5 pixels.  My impression is that it was hard to *not* grab the 
end-point unless you were zoomed in closely; it is better now.

Finally remember that dragging any selection will move the whole selection. 
Since there is no way to select only end-points, if a line is selected and you 
drag it, you will drag the whole line (and anything else that's also selected). 
 The cursor does not change shape when hovering over end-points of lines that 
are selected so it is a reliable indicator if you're grabbing the end or the 
line itself.
