Why not just get a 1/4" slab of aluminum, throw some thermal expoxy on the bottom(or thermal paste I suppose) and just drop the plate of aluminum down on top of the hot plate? You could also embed a thermistor or thermocouple in the plate to determine temp. This gets you the simplicity of the hotplate and the uniform thermal distribution you need for a very low cost. A plate like this can be had at McMaster Carr for <$40, ground to <0.002" tolerance.
The true do-it-yourselfer can make any plate flat with Whitworth's three-plate method.
