If you click on a different item in the component list, yes it is
available for placement immediately.

However, the component selection dialog box is not modal (never has
been) and the last selected component might still be selected.
However, for some odd reason, clicking on an already selected item in
the tree view does not cause the component place to start again, hence
the reason for the Apply button.  Now, if it is possible to fix this
"click on an existing item and start the place process again" bug,
then the apply button is unnecessary.
